It’s possible, a typical balloon can lift some 14 grams and a dog this size might weigh 12 kg. The weight of the strings gets more significant with more balloons so it’s not possible to float a house like in Up (which is what the parent comment is referring to).
This remembers me something that happened here in Brazil. Some years ago, a Brazilian priest attached himself to a thousand helium balloons. He flew a long distance until he disappeared. After some months, his body was found on the ocean.

I used to attach paperclips to helium party balloons until it was neutrally buoyant. It looked cool that it was sorta like antigrav technology when in reality it was just Newtonian shit.
